release from Wisconsin Department of Corrections by the Governor Tony Ever
office? So I can and could start my deportation back to Mexico. My release date
is 12-4-20. If they release me from this WDOC and allow me to start my
deportation process with ICE, it would open up bed space that they say they
don’t have.

deferments: I waived my initial parole hearing that would have been in April of
2014 because I was hoping for different outcome in court, but unfortunately
that didn't happen. However, I was given a 24 month deferment.

chairman indicated that due to the nature of my crimes more prison time in the
form of punishment was necessary. Yet, very little consideration was given
toward my excellent prison conduct. Within the next couple of years I will be
60 years old and I will have 30 years in prison.

(Release support needs): YES. I have two sons and a daughter who all are
willing to provide me with a place to live. One of my son recently, purchased a
house so that I will have a place to live whenever I am released on parole. We also have plans to start a mechanic business together. Moreover, I also have other family members who offer a lot of support.

My co-defendant and I went to sell marijuana to the victim. My
co-defendant went out to the car to get the marijuana (Unbeknownst to me, he
came back into the house with a shotgun and shot the victim.) While leaving the
scene, I told him that my fingerprints were in the house, so we turned around
and he set the house on fire to cover our tracks.
I admitted my part in the crime. I met bail and was in the
community for eight months between the bail hearing and sentencing. The judge
did not consider me a danger to the community at that time, he sentenced ma to
life with "'a pardon eligibility date of eighteen (18) years, believing
that was sufficient time for punishment.
Parole Commissioner LaCoste gave me a thirty-six (36) month
parole deferment when I became eligible for parole after serving over eighteen
(18) years, in October, 2015; followed by a thirty (30) month deferment in
September, 2018. The reasons for denial continue to be:
1. Insufficient time served for punishment.
2. An unreasonable risk to the public.
3. Program participation has not been satisfactory (They, will
not offer me the only program I need - Substance Abuse II - until the parole
board endorses me to take It.). On my own, I did Substance Abuse I.
I will see the Parole Commission for the third time in May of
2021, when I will have served twenty-five (25) years - seven (7) years past
what my sentencing judge considered sufficient time for punishment.
The Wisconsin Department of Corrections continues to state that
my incarceration adjustment is positive, with no abuses or violent behavior,
and that my Risk Scores and Risk Levels to the community are all LOW, as
measured by its COMPAS Program.
Moreover, I had no infractions while out on bail while in the
community for eight (8) months, before and
during sentencing. 1 knew when I
walked into
the sentencing court that
I would serve eighteen (18) years before
parole - the sentencing
judge set the date!
,..so, after being out on bail and serving
the amount of time
the judge ordered, how
can it be that NOW I
have not served sufficient time for
punishment? Or that I'm NOW an
unreasonable risk to the public?

I was found guilty of
1st degree intentional murder in the first half of a bifurcated (Not Guilty and
Not Guilty by Reason of Mental Disease or Defect - NGI) trial. This was an
accident, but my counsel insisted on my entering a MGI plea.
There was no
"intent" to commit murder. I was sleeping when my wife came home. How
did I know she would go into the garage first, before going into the house?
Nancy Schultz was not
dead at the scene. The first law enforcement officer on the scene did not do
CPR on her. The EMT contributed to her death by improper
intubation of the breathing tube. The tube was placed in her
throat into her stomach instead of into her trachea (lungs). Nancy Schultz did
not die of carbon monoxide asphyxiation; she died of plain suffocation from
improper intubation, a new autopsy
report should be ordered and conducted, independently, by someone other than a
student of pathology (the study of disease).
I could not refute the
"intent" element because it was a bifurcated trial - that evidence is
presented in the second phase of trial. I withdrew my plea before the second
phase began because it was an accident, period, as I testified to during
the first phase.
However, the Court
refused to correct my Judgment of Conviction (the document that states my plea,
the jury verdict, and the sentence) to what actually happened in Court - i.e.
that I was found guilty in the first half of an MGI trial and that I
withdrew my plea before the second phase began.
Shouldn't the document that holds
me in prison
reflect what actually happened in
Court?

time. My friend and the other guy got into it, me and another guy shot the guy,

While on my way to the store, I was approached by a group of 6-8
guys,
who appeared very angry over or about certain events that had
occurred at some party they had attended, in which they were involved in. (I
was not at this party nor involved-in any events in reference to it, and
overheard their conversation about these events) one of these men apparently
mistook and believed me to be some person named "Peanut", despite the
others in the group correcting him and telling him who I was known to
be--("CC")--, and urging this guy to let's move on. But this guy
refused to listen to the others, and continued on a course to follow and pursue
me, even crossing the street, where I had done so. All of a a sudden I heard a
girl yell; "That's my friend's Uncle Chris"!! The guy whose named I
later found out to be "David" nevertheless continued to pursue and
follow me, and about half-way down the block.
This guy just grabbed me out of the blue, upon which time my
cousin just happened to appear from around the corner of the block, as we lived
in the area, upon which time I heard an unexpected gunshot. After the gunshot,
everybody scattered somewhat, and my cousin Al,(My codefendant) began chasing
this David guy who grabbed me, so I started chasing my cousin "Al"
trying to understand what this was all about and talk to him. But My cousin
"Al" chased the guy David and shot at him, and when Al finally caught
up to David, and I to Al, David had a pole in his hand. Al told this David guy
to put the pole down, but hé refused. I told my cousin Al that I didn't want
anybody to die, but because David wouldn't drop the pole my Cousin Al shot him
anyway. Later, I heard that David Died, but Didn't believe it until I seen it
on the news, upon which time I set my mind on going to police about the
incident due to the overwhelming gut pain and stress I was experiencing over
what my cousin had done. I also never knew that my cousin had shot the guy
David more than once until Police informed me so.

policy and criteria to make parole eligible inmates’ right to parole virtually
none existing. I have been personally
denied for over 34 years now by them not allowing me to do my treatment
programming. They, the(DOC) administration and staff at all of the institutions
have been placing me on the back of a waiting list since I have a 103 years
sentence and my mandatory release date is February 17th, 2033, and as a result
every inmate with shorter sentences who need to get in the same treatment
program that I need even if they were sentenced after me have been in and out
of their treatment programs due to them having shorter sentence than I, while
I've been on this waiting list for (S02) sexual offender treatment for over 34
years, and the parole board hasn't even tried, nor hasn't made any attempt to
do anything to assist me, but has repeatedly used this as a reason to deny me parole.
Moreover, this program the (S02) is only a one year program. I
should have been paroled 9 years ago pursuant to the parole pack guidelines
under the old Law criteria.
Subsequently, the Fox Lake Correctional Institution (PSU)Pscho1ogical
service unit and Program Review Committee (PRC) has
unconstitutionally removed me from the (S02) treatment program after being on
the waiting list for 34 years to the (SO4) treatment program all against the Wisconsin
Statutes chapter 980.01-980.14, because I've never been petitioned by neither
Department of Justice and District Attorney, nor, has I been found guilty after
receiving a petition from neither source by a jury in a court of law pursuant
to the allegations in a petition. More importantly, the 980 bill was not the
law when I was convicted On April 18th, 1984, and the bill passed on June 2,
1994, more than 10 years after my conviction, this is why the Department Of
Correction Director of the (A&E) Assessment and Evaluation of inmate
programs lawfully placed me into the (S02) program at the time of my
conviction. ( See the Wis. Adm. Code DOC chapters 302.09, 302.10 Subsection
(d), 302.11, and 302.12 subsection -(2). History Cr. Register, August, 1979 No.

I was incarcerated for robbery and homicide. I take full
responsibility for my actions and am under no illusions that freedom is a
right. I can say for certain that I'm not the girl who walked in, and I readily
admit that prison saved my life Without going into details that are decades
old, I will say that when I got to Taycheedah I knew it was the opportunity to
make changes. I didn't want to ever get to the point where I'd be considered
for release and have nothing to show for my incarceration, except the length of
time I had served. I served every day trying to become a better person.
My efforts leaned toward education. I got involved in every educational
opportunity I could, and though I worked full time throughout my incarceration,
and still do, my goals were always geared to higher education. After much time
and effort I graduated from the University Wisconsin system with a bachelor's
degree in business administration. It was difficult, challenging, and worth it.
When I completed my bachelor's degree I was allowed, encouraged even, to enroll
in a vocational program that was offered at ICI. I completed the Office
Software Applications vocational program through Moraine Park Technical College
in 2016. I was interested in furthering my education beyond a bachelor's degree
and decided to research master's degree programs It's very difficult for
students to pursue college degrees in the Wisconsin prison system because of
financing, the lack of online options, etc It was imperative that I find a
master's program that was offered in a print based delivery. I was successful,
and with the permission of the education director at Taycheedah at the time,
Mr. Gary Grueter, I applied. After a lengthy process I was accepted. I was encouraged
to enroll. It was even discussed at my parole hearing that August. Since then
I've continued to progress through the program. My goal of course, is to
graduate with a Masters in Business Administration (MBA). I will not fall short
of that goal, whether it's on the inside or outside.
My education has opened doors and offered opportunities,
including being invited by a University of Oshkosh communications professor to
co-author an article regarding the benefits of a higher education in the prison
system. I happily took that on. We were thrilled to be chosen for publication.
Our article will be published May 1, 2019 in the international journal Critical
Education We're proud of our work and believe in the cause.

Statement
Although I was
convicted of a very serious offense, I am not directly responsible for taking a
life. I grew up in a very toxic environment on the South Side of Chicago. I
dropped out of school before completing the eighth grade, but while in prison,
I struggled to educate myself after realizing that my ending up in prison with
a life sentence was directly related to my lack of education and the value of
life. I am and shall always remain very remorseful over the role I played in
the loss of life of another human being.
If give the
opportunity, I plan to reach out to my community and share my knowledge and
experiences with young boys and girls so that they might be able to avoid
spending their entire lives in prison as I have. These are not mere empty
words, this is my life's mission and as I have tried to point out to all

of time served were the board's main reasons for denying my parole. For years
DOC staffers would not allow me to take any groups once I left WCI due to the
length of my sentence.
13. Yes I do have a verifiable support system. I have family in
Kenosha, Chicago & Minnesota.
Statement
I was sentenced by
Judge Patricia McMahon. In my sentencing transcripts she issued out a criteria
for release for me. I've completed everything she instructed me to do. I go
back to the parole board January 22, 2019 or so.
In a recent court
ruling State v Baron Walker, Case No
1996CF960232, Assistant District Attorney Thomas Potter (ADA Potter) and
Attorney Craig Mastantuono came to a consensus that Baron Walker's sentence
should be modified.
Judge Sanders agreed
with the assertions of ADA Potter and Mastantuono that Walker - demonstrated the existence of a new factor
based on Wisconsin's sharp change in parole policy since Governor Scott Walker
was elected. ADA Potter agreed that the change in parole policy since Walker
was sentenced - combined with
Judge McMahon's comments during sentencing'- constituted a new
factor for the purpose of granting a hearing on the motion based upon the
specific facts and circumstances involved.
In Walker's case,
Mastantuono cited the specific language of Judge McMahon when Walker was
sentenced in 1996
"You
need extensive rehabilitation treatment but that needs to be in a secure
setting so society's protected from your preying on them. And whether you accept that treatment or - not will have an impact on
whether you will return to the community".
Baron Walker's Sentencing Hearing Transcripts, Case No. F960232,
at p. 28. (Emphasis added)
Amondo's case is
analogous to Walker's case in many aspects. Under the pre-TIS sentencing law in
Wisconsin, Amondo would be eligible for release from prison on parole after
serving 25% of his sentence See Wis. Stats 304.06 (1) (b) and 302.11 Generally,
a Wisconsin inmate sentenced prior to TIS would be expected to complete
rehabilitative programming in -prison in order to demonstrate fitness to be released after reaching
parole eligibility.
Moreover, Judge
McMahon - who also sentenced Walker - addressed the issue of being fit for
release squarely during Amondo's sentencing hearing with the following comments:
Prison is the
only answer. We don’t really have an answer for this type of crime but prison
certainly meets the needs for protection, and deterrence, at least for the
period of time that you are in custody. Whether
it will provide all of the rehabilitative needs this court can't answer that.
Much of that depends upon you; what you decide to make of it, what you decide
to do with your time and whether you will take advantage of what is offered in
the institution... You will return to the community at some point. When and if
you do is up to you and the changes you make... And to receive any
rehabilitation that is appropriate. You are directed for appropriate
educational training. Complete your GED or other education. Vocational needs,
alcohol and drug treatment deemed appropriate.., there are opportunities in the institution to obtain additional
education and vocational training that would be a benefit to you and the
community at large.
I have complied with the judge's instruction.
Conclusion
Judge McMahon's statements during the sentencing hearings of
Amondo and Walker are strikingly similar in nature, echoing warnings that how
well they accepted treatment and rehabilitation in prison would bear on their
release. Walker has been released but I am still in prison. Any assistance
would be greatly appreciated.

any kind of tickets. To be told that I must wait until I'm within a year of my
M.R. date before I can take my needed program; took all the hope I had. I've
been told by the P.R.C. Committee that I am here just to do my time.

Statement
This is my 1st
Adult incarceration and I have never been incarcerated as a Juvenile. I have
been constantly denied parole even though I have done everything asked of me. It
is only because of prison Rules and Policies that don't allow inmates to be
enrolled-in our programs until we are 3 to 1 year of being released (M.R.) or
that we get a Recommendation by the Parole Board, that I haven't completed the
SO-2 program. Even though I was endorsed by the Parole Board to be enrolled
into the SO-2 program at my last Parole hearing, with a recommendation that
R.G.C.I. officials transfer me out to a prison that can enroll me into the
program, and will allow me to have it completed prior to my seeing the Parole
Board again in August 2019; the R.G.C.I., Program Review Committee refused my
request for a early P.R.C. hearing, to be transferred out to a Prison that
could have me enrolled right away. The P.R.C. justification was that I could do
the program here at R.G.C.I., whenever it comes available, while knowing that R.G.C.I.,
will not have the program available until sometime in July 2019; One month
before I am due to see the Parole Board again. This is contrary to the Parole
Board objective, so they have in essence turned a 10 month defer into a 18
month defer, because the program takes 9 months to complete, which if I'm
enrolled into the program, in July 2019 I won't be done completed until
sometime around April 2020.
I believe I am
ready to be released back in to Society right now, and have been ready for
several years. I have not had a Major Conduct report since 2004 and haven't had
a Minor Conduct report since 2002; (Well over 14 or 16 years)
I accept
responsibility for my participation in my crimes, and I know if I'm released
that I will never see the inside of a prison cell again. I have made dramatic
changes in my life and I am not the same person I was 30 years ago. I have done
more time than men who have committed Murder and been back to prison on 3 or 6
separate occasions. I was young and very immature when I was incarcerated and
I've learned how to value life and the life a well being of others. I've hurt
my victims, my family, my children and friends, and above all I hurt myself,
and not a moment goes by that I don't regret the poor choices I made and God
knows I wish I could change them, but I know that's not possible, but what I
can change is my future and help youths to avoid making the same mistakes I

He was the get away driver for a string of robberies in which a store clerk was killed. He was sentenced to 100 years.His first parole date is 1 11 21. Wonders why he is doing more time for being a gettaway driver than someone who does first degree intentional homicide.

was the main subject of the parole hearing- as “aggression: and was used to deny

5. While trying to break
up a bar fight, I was attacked by one of the patrons fighting, because he was angry at me not allowing him and the other guy to continue to fight. We fought,I left,tryinq to hurry out of the place away from the fray. In my
haste, I returned back to the establishment to retrieve my driver’s license
which I had just gotten reinstated that day due because of not
paying traffic fines in the past. Needed my license for work as I
worked for Waukesha county Recycling as a forklift driver, and also
due to my frequent travel between Illinois and Wisconsin, to be
with my wife, and children I had from a previous relationship. Upon return to
establishment, and while leaving being half out the door, bartender pursued me
with a glass ashtray as if he was about to hit me in the Back of the head with it
and I swung back wildly to get him off me so that I could continue to get out
of there as I had already been attacked and sucker-punched once when not looking earlier after
breaking up initial fight.. In my swinging back wildly while half out the door,
coupled with the victim’s momentum in chasing me with the glass ashtray, he ran into the knife and unfortunately died.
Even the medical examiner said he ran into the knife. I kept a knife at my side
for cutting plastic ties off newspaper bundles at the recycling plant.
A guy in the same county, same D.A.s got only 10 gears for
virtually identical facts with the exception of location. He was White. I got
35 years. I'm black. I never meant to take a life, I was just trying to defend
myself, and thought the guy who attacked me the first time was the bartender,
even though the bar tender's boss thought the bartender intended to follow me
outside and fight me Many prison officials feel and have told me that they
don't feel I should've received the harsh sentence I received due the facts and
circumstances of my case.

Statement summary : I have been incarcerated for over 20
years now and have been in a minimum for almost 15 years. The PRC Board gave me
a 10 year override while I was in Columbia Correctional Inst. in 2004 and I have
been in minimum since then.
I feel that with my positive institution adjustment I should
at least be in a secure minimum institution working my way through the system
in order for me to properly reenter the community. While at my last PRC I was
told that the only way I could get to a minimum institution was that the parole
board would have to recommend it. But PRC can recommend me because they gave me
the override to Stanley 15 years ago.

I understand the seriousness of my crime, the loss of life,
the pain I caused the victims family. I also understand there is no redoing or
second chances for him or his loved ones. I'm sure that society and the people
I've hurt, feel the same about me. I've made great strides in accepting the
crime that I committed, trying to understand it as best I can. I've grown up a
lot since that day, improved my life in so many ways and I'm continuing to
improve myself.
I was an 18 year old kid, wanting to be a tough guy, high on
drugs at the time of my ,crime still learning things. I was diagnosed on
(illegible) by School Psychologist, Paul R. Connor, that I have a learning
disability, have special needs regards to trying to understand things.
On 10/23/91 and 10/29/91 I was diagnosed by Mary M. Esser, a
Certified School Psychologist, as well as Phyllis Anne Teeter, a Licensed
Psychologist who administered the Woodcock-Johnson Psycho-Educational Battery
test, where “he tested in the 11th percentile for his age group, Fluid
Reasoning 37th percentile, visual processing 35th percentile, Auditory
Processing 15th percentile, long-term Information Retrieval 14th percentile, Short-term
memory 13th percentile. In all tests for academic functioning Mr. Wisniewski is
in the 10-15 percentile and although he is 19 yrs. Old, he is classified 3-4
grades lower across the board.”
On 8/29/91, I was diagnosed by Itzhak Matusiak, a Licensed
Psychologist, stating that Mr. Wisniewski has a full scale IQ of 85, placing
him in the 16th percentile. A Verbal 10 of 74, with a Performance 10 of 100,
placing him in the 6th and 50th percentile.
ALL tests conducted by all psychologists, all had the same
conclusion that Mr. Wisniewski has an ambient coping style, which tends to
reflect inconsistencies in decision making, increasing the likelihood of errors
in judgment. This would also affect his ability to process information
accurately, to make the appropriate decision.
In conclusion, Mr. Wisniewski feels that he knows he
committed a very serious crime, that he should of gotten a substantial amount
of time, but because of his problems noted by numerous Psychologist, his
comprehension level, his disabilities, unabilities to understand and make the
correct decisions, he feels that a life sentence with the eligibility date of
41 yrs. Is extremely excessive. I feel that I should be considered to have my
sentence reduced.

Dear Bridge of Voices,
I would like to request to have at copy of the Winter 2018
and any newer versions of the FFUP News letter sent to me, to help me better
understand our state prison system, in which I am incarcerated in. I seem to be
lost in many of the prison classification or risk ratings tools the prison
system uses for classification., security level and movement. Also I lack the
knowledge of the new changes that our new governor Tony Evers is proposing to
make on the inmates length of sentence in the WI prison system and/or removing
the Truth and Sentence and either bring back parole, good behavior reduction,
etc. How would these changes effect those who our serving life sentences
without the possibility of extended supervision and was sentenced during the
truth and sentence and not under any previous parole options or rules/laws.

412, 1995 Wis Act 48 = Wisconsin now has 3 different options of a life sentence. The D.O.C
applies new law to prolong incarceration.

I believe that we (I) should not ever say “I am a new person.” I still am Frank
R. Mastaw, 15 years older than when I came to prison. I still love my family. I
still know right from wrong. I am still human. I still make choices. So what is
different now? Me. I am a person who sees and feels so differently about
choices. In short, I am a changed person. This change was not a crash diet or a
slap to the forehead what-was-I-thinking moment. I have worked VERY HARD over
these past 15 years to make the necessary changes in my life. I will always
continue to do so. I understand so much better my past behavior and I OWN IT.
No one but me is to be blamed. I am so remorseful of my past transgressions and
will til the day I die will make appropriate amends. I have the tools to lead a
good, productive, crime free / assault free life. Through the years I have
identified my motivations. I have off ramps and know never to even get near
muddy waters. I substitute good thoughts and engage in healthy activities. The two things that are important for me is

My name is Jeffrey Lamont Watson, Sr. (DOC 124344),
dob 6-13-65. I am currently 53 years old. I was arrested October of 1996, at
the age of 31. I have been in prison for 22 years, 3
months. My charges are armed robbery and attempted armed robbery, with a knife.
For the armed robbery I was sentenced to 40 years and the attempted robber for
20 years, both the maximum allowable sentences. I also got 3 years and 8 months
and 15 days for revocation. My custody level is medium here at Redgranite. My
M.R. is 2039 and P.M.R. is applied. My eligibility for parole was after 15
years.
At first hearing (2011) I received a deferment of 36
months. The examiner expressed that normally he gives a deferment of
60 months to inmates off the bat, with my kind of
time (long), but because of my attitude and excellent behavior a 36 was
appropriate. Next time a defer of 18 was given.
The 3rd
hearing I received a 24 from the examiner, then the chairman increased it
further to 36 after my custody level was raised because of 3 major tickets
(misuse of prescription medication) within 6 weeks. I became addicted to a med
prescribed for anxiety, till then, I hadn't had a major ticket for close to
10-1/2 years. At a December 2018 hearing I received a defer of 12 down from the
36. The reasons for denial of a grant for parole were the same; unreasonable
risk to public because I hadn't taken program (CGI) 'currently "Thinking
for change," which is now no longer needed according to Compass scores.
Note: the reason I couldn't take the program because of the policy inmates must
be within 1 year of release before allowed to participate.
After
reviewing the 12 month defer the examiner stated "if you stay out of
trouble I'd look into endorse for a lower custody level." Note: I am not a
lifer. A lower custody level (transition) means a facility, minimum, with a
fence electrified just like this one for 3-5 years, then a facility without a
fence for another 2-4 years. That's what’s called transition because they don't
want to shock or overwhelm me. If that's truly the
case I should never be allowed a "smart phone." Sorry for humor about
a suppressive system. I asked my social worker, "Why the parole board
needed to give me an endorsement in-order for me to be lowered in custody
and I'm not a lifer," she, Ms. Bauer replied "It's policy." I
asked "written policy," and she replied, "No."
The programs I've attended and taken are many from
B.R.I.C.K. (GBCI) that speaks to at-risk teens, as the Youth Awareness Program
(YAP) (OSCI), Culinary Arts graduate/instructor (OSCI), special needs trainer,
for inmates that are disabled (OSCI, RGCI), Wellness Program (WCI, RGCI),
actually stayed in Waupun (WCL's B.H.V) an extra year just to participate in
more voluntary programs that deal with self, Get Purpose Resume' prep., Public
Speaking, Core Values, etc. (RGCI) Also the excellent
mental health work done at Wisconsin Resource Center
(WRC) with counselors instructors, programs, etc. that are made up of my
"tools" I use in everyday life.
As you might not expect, mine is a story of joy ...
after a positive urinalysis for THC in 1998, as a consequence, it used to be
you received 3 days in seg. (GBCI) but I received 60 days no-contact visits
(visit through glass). The same or next day I received a visit and instead of
going right into the visiting room, I had to turn left, into a room similar to
county jail visiting, where my wife and young son (4-1/2-5 yrs) were waiting.
He, Jeffrey Jr. was standing on the arm-rest and when seeing me he asked,
"Daddy how come I can't hug you?" I looked at my wife, who had a look
I've never seen before, best described as anguish. I replied,. "Daddy was
bad," again he spoke, "What did you do Daddy?" again I looked at
my wife, same expression, I told him, "Don't worry Daddy will not do it
again."
In those
moments I realized my actions/ consequences there of, have a "ripple affect."
I had never "seen" or "heard" those radiating outward
ripples from my wake until that day! That moment! A committed decision to
change was made in those moments. Some 20 years later I have worked hard, with
constant fears of regret of those left in my wake then many years ago.
At OSCI I volunteered for a program called
"Restorative Justice," to which victims of all types of crimes and
other speakers came into the prison and participated. It was an intimate circle.
They didn't want our "sorrys," they wanted not only to know that our
crime-doing was in our past, but our progress and accepting responsibility for
our progression forward. Always with
their parting, "We're proud of you all"
Ten (10) years later after falling down a few times, the difference being, as
God guides, a deepening awareness of myself (perceptions) and that journey of
myself is a joy, truly, never to let a door close on a skeleton in the closet.
That is liberating! The vulnerability without the mask is pretty cool because its
honest and pure. In our lives everything good has an opportunity when allowed
by conscious awareness to usher in peace of mind and heart.
My support systems range from uncles, cousins, sons,
aunts who would gladly lend me a couch for 60-180 days or more, to community
resources and of the giving back of my experiences which wisdom is now
attached. I beg as you review-my plea that staff (bosses, teachers, counselors,
GO's, etc.) at every institution where possible, actually be spoken to, to view
me, Jeffrey L. Watson, Sr., from a few sheets of paper is unfair and
impractical. Social workers do not see day-to-day exchanges in social
situations as other staff.
What once was, is no more of criminal behavior,
replaced by a willingness of positive, honest, real and helpful to mankind. I
implore you to let me continue with God's guidance on the outside. Thank you

Dear Ms. Swan;
I've taken full responsibility for my actions and I blame no one
else but myself. I do know that rehabilitation starts with that statement and
my time was punishment for my crime. Should Rehabilitation be the focus?
My reason for this letter is to inform you that our system is
broken, which I'm sure you are aware of. I have some concerns that I feel needs
to be addressed for us as inmates under Old Law, just as well as inmates under
Truth In Sentencing.
1). Why are Old Law inmates being treated like we are under
Truth In Sentencing!
2). Why are men being sent back out of society with out any
money to get on their feet!
3). Why do us inmates under the Old Law have to wait toward the
end of our sentences too complete our programs!
4). How come they don't have more Halfway Houses and housing for
Sex Offenders!
5). Why are there so many Sex Offenders homeless where nowhere
to live!
6). What happened to second chances!
7). Why do sex Offenders have to pay $100.00 a year to be on the
registry registry while incarcerated!
Ms. Swan, I'm not asking to be released, I’m reaching out to you
with these concerns hoping that you would address my issues with Governor Evers
because our system needs some changes. I do understand that there are certain
issue's he may not be able to change, but at least we can start somewhere. All
I'm asking is for Evers to look at these situations that inmates are going

I first would like to thank you for taking the time to have put
this form together and also providing our forms to Governor Tony Evers.
As you know, many people make poor decisions in their lives and
I truly believe that people can change for the better. Society has been
influenced and have been shown a mirage for decades that incarcerated men and
women do not deserve second chances. The phrase of "Lock em up and throw
away the key" has been the idealistic theory for Governor's of the past.
This ideology must change because locking men and women up and to forget about
them does not make things better or problems disappear.
Rehabilitation has also disappeared within the Department of
Corrections, Rehabilitation has fallen on to the men and women who are
incarcerated, and then for men and women to take it upon them selves to pursue
the programs However, the men and women who are serving time under the Truth in
Sentencing Law, truly have no benefit to engaging into programs, especially the
men and women have a substantially amount of time to serve because even though
they decide to take the program(s), it doesn't change or make a deduction on
the time that they are serving. So numerous men and women have nothing to look
forward to so they do not do the programs. If, they have the opportunity to
engage into their programs, the programs are offered at the end of their
sentence prohibiting them to get to a lower classification (minimum) to get the
opportunity to save money, so they will have a better chance for success. This
needs to be changed as well.

Hello,
My name is
Deborah A. Jones, my son is Timothy L. Jones #167758. He has been incarcerated for over 27
years. Not to make light of his crime, during
this 27-year time period; Timothy has completed all the programs needed to make
him a better citizen, including his GED.
I believe he has changed for the better and has something to offer the
community once he is home. It is
disappointing for us to experience people that commit crimes far serious than
his crime, be released and only to return back to prison. We greatly appreciate the FFUP and Wisdom
Program looking into the “Old Law” prison system. It has only been hopeless prior to these
support programs.
The judge at the time of Timothy’s sentencing, stated he could be
released as early as 2004 (12 years in prison), if he completed his programs
and stayed out of trouble. He has been
declined repeatedly, due to the “seriousness of the crime”. There is never a clear explanation when he
ask the question, what can he do to be released? Thank you for your support.

where staff h[-] no time to hurry up and clean up or hush inmates! There is A
lists of violations against staff concerning work Rules and Relations and over
all employee conduct! The Department of Corrections has established work rules
that regulate the conduct of employees in order that the Department can
achieve its objective in A orderly and efficient manner! The staff at W.C.I.
seem to think that they are above these Executive Directive work rules imposed
by Gov. Tony Evers! Waupun Correctional Institution is out of control! Star[-]
with the problem of being short staffed and over worked which brings on stress
to the employees which leads to A very hostile work enviroment! Most of the
staff here are corrupt and very unprofessional and fail to report Crimes or

A ultimate low, and because of that there was A Riot 12-29-18! It will only get
worst before it gets any better! The Solitary Confinement is torture inside
o[-] cells there is filthy walls, sinks, and mattresses that smell very bad!
The showers have mold and thick grime on the wall and in almost every cell you
could find blood on the walls! They wear body cams that they have pointed
towards the walls on there left sides of there belts instead of towards the
cell doors an[-] keep them off most of the time unless there is a situation
about to happen so there all day conduct is concealed!
They have a rule that
your light must be turned on and you must be standing directly in front of your
window in order to eat! So you know what that means, with the body cams faced
away from the door on there belt below the window if they don’t like you
they walk pass you and say you weren’t at your door, and there’s nothing you
can do! I see it happening every day and if you get involve[-] you won’t eat
either! Use of force is used I would say everyday in seg, its designed to keep
you in here and a lot of the guys in seg don’t know if there coming or going
and were treated like animals more than humans! The prison is over crowded so
go figure they have to house inmates in seg I am writing you MRS. Swan in need
of desperate help in draining this swamp because like I said the complaint
system here is corrupt, and if you need A more indepth report to insure that A
investigation on the unsafe and injustice condictions at Waupun Correctional I
would have no problem giving A furt[-] insight on the on-going issues! Thank

I saw Drankiewicz for parole today. Psych services
took the soII need of my program needs. This means that as of 03/26/2019 I have
completed every program and more. There is nothing else for me to do except
satisfy this parole agents need to hear about a 22 year old case. He gave me an
11 month defer and told me I had to clear the ECRB. He said that would be an automatic, as soon as he
submits his papers. Am I wrong to think that when there is no Chairperson for
parole there cannot he someone to authorize the hearing these agents go on. I
do hope Governor EVERS puts in someone that has the same clean the DOC out. I
expected a 6 month defer. I worked hard on several programs to complete them
and show that I did take the steps to help myself. He did not even know that
the warden gave me back 146 days I lost to program seg back in 2003-4. Made me
wonder if he even looked at my file. He sure didn't say anything about my
accomplishments. With a PMR I still have no date when I will get out for sure.
Oh, the 2040 date, but I’ll be dead by then. My family history for deaths is 74
to 76ish. So here I sit with yet another Parole arrow up my _____
I still have not been seen about this pain I have.
They said I would get a medication, Amitriptyline 50mg. still have not seen
that, Yet the pain is still real and at the best a 9.

Closing Statement
In 2002 I made the decision to take responsibility for
my life, not only my crimes, but everything a productive member of society
would do. Never in my life have I ever taken responsibility for anything, but
this is something that has become very important to me. Its not something
because I’m not incarcerated. I was finely able to see yfor myself just what my
action did to my victims and my family.
During
my time of incarceration I’ve taken advantage of a number of treatment groups
and have devoted myself to do becoming a better man. I’ve come to fully
understand just what it takes to be a productive member of society and I’m
ready to start trying to give something back. Which is other thing I want
people to know. I’m somebody who believe’s that he owes society a debt.
In
closing I want to say that I started this incarceration at age 27, and over the

I have had no parole hearings, but have had filed a
multitude of motions to get back in court as if I could make a presentation, a
defense (of which there has been none) I can get my cases overturned for
innocence. Been revoked five times + none legit (see back).

I used to be on SSI. I am new, or should be – will be
upon release – receiving retirement. I have absolutely nothing any more.

Release support needs? Ouch – need clothing, etc. etc.
etc housing, education funds + tremendously interested in WWGB all online 2 yr.
BA program. I, after that, will pursue a Masters degree.

Again, if I had an attn. to ANY defense I would not
have gotten any convictions Attn’s actually did prosecutors work for them. To
go further: the 06CF4804 case was in violation of 5th 6th
& miranda rights. Late, at a John Dos proceeding the DOA’s office performed
a conflict of interests AND in court performed perjury. They knowingly
prosecuted, on behalf of attn. Gov. office, knowing the case was was based on
untruths.
Revocation The
first (of four) were for refusal to do a program for a case 7+ yrs earlier. DOC
carried on discharged case with onerous rules revoking on a case for a case
discharged. With a final sentencing of lynin I lyn out & current date April
26.05 case discharged April 26. 2007.
The two past revocations I went out on the street
homeless. Because I was homeless I was forced to wear a GPS monitor, the first
I was out from Oct. 31 to Feb. 8 and went 3000. Into debt staying in motels.
The second of the two, I had no money, no income I lived in a tent. Having no
money I had no way to get so far north to the Office of (expletitives deleted)
p.o (who was as I had been informed, been replaced at a different office. The
day I got out I had been told, one more day, then two more days, then 2 more
weeks! Then the qualifications became so onerous they could not be met) The
accusations/violations are four – fold: 1 I missed an appointment. (I had no
bus fare) 2 I allowed bracelet to discharge then charged it; again allowed it
to discharge then charged it again, and allowed it to discharge w/o recharging
it. (Note: when bracelet was being attached I told installer it was too tight.
P.O said, “No it is not put it tighter.”) The bracelet caused sores on my leg
that became infected causing fever– compounded with illness doing to being wet
so much of the time due to a near constant rainfall. I had been feverish. Some
folk came to my aid. They removed the bracelet & later told me a pint of
pus came with it and gave me a massive dose of amoxicillian (3) allegation 3 is
I cut off bracelet and hung it on the door of the downtown P.O’s office. The
fourth allegation the threw out was that I failed to give a statement to it to
be used against me. It is a rule designed to get you whether you obey it or
not.

I understand the seriousness of my crime, the loss of life,
the pain I caused the victims family. I also understand there is no redoing or
second chances for him or his loved ones. I'm sure that society and the people
I've hurt, feel the same about me. I've made great strides in excepting the
crime that I committed, trying to understand it as best I can. I've grown up a
lot since that day, improved my life in so many ways and I'm continuing to
improve myself.
I was an 18 year old kid, a want a be tough guy, high on
drugs at the time of my crime still learning things. I was diagnosed on
(illegible) by School Psychologist, Paul R. Connor, that I have a learning
disability, have special needs regards to trying to understand things.
On 10/23/91 and 10/29/91 I was diagnosed by Mary M. Esser, a
Certified School Psychologist, as well as Phyllis Anne Teeter, a Licensed
Psychologist who administered the Woodcock-Johnson Psycho-Educational Battery
test, where he tested in the 11th percentile for his age group, Fluid Reasoning
37th percentile, visual processing 35th percentile, Auditory Processing 15th
percentile, long-term Information Retrieval 14th percentile, Short-term memory
13th percentile. In all tests for academic functioning Mr. Wisniewski is in the
10-15 percentile and although he is 19 yrs. Old, he is classified 3-4 grades
lower across the board.
On 8/29/91, I was diagnosed by Itzhak Matusiak, a Licensed
Psychologist, stating that Mr. Wisniewski has a full scale IQ of 85, placing
him in the 16th percentile. A Verbal IQ of 74, with a Performance IQ of 100,
placing him in the 6th and 50th percentile.
ALL tests conducted by all psychologists, all had the same
conclusion that Mr. Wisniewski has an cimbitent coping style, which tends to
reflect inconsistencies in decision making, increasing the likelihood of errors
in judgement. This would also affect his ability to process information
accurately, to make the appropriate decision.
In conclusion, Mr. Wisniewski feels that he knows he
committed a very serious crime, that he should of gotten a substantial amount
of time, but because of his problems noted by numerous Psychologist, his
comprehension level, his disabilities, unabilities to understand and make the
correct decisions, he feels that a life sentence with the eligibility date of
41 yrs. Is extremely excessive. I feel that I should be considered to have my
sentence reduced.

Birthdate 7-24-61 Age 57 Judgment of Conviction Date 11-1-1997 Spent about a year in Jail (Juneau Co.)
awaiting trail. I’ll have 23 years this year. I am incarcerated for party to
the crime of 939.05 1st degree Murder. I received life in prison
under the Laws of 1987. Which is parole eligibility after 13 years 4 months
plus 5 years for 939.63 use of a dangerous weapon. So I was able to see parole
1st Time after 14 years 7 months. I am presently at New Lisbon
Correctional Inst. I have no MR or PMR. My first parale Hearing that I was
eligible for was 6-9-2011 I had a Need
for AODA But compass test results said all needs are low. So at this time I am
told I will not take any programs while incarcerated. I have seen parole now 3
times. 1st I received a 3 year defer. 2nd I received
another 3 year defer, 3rd I received a 2 year defer. I see parole
again in September of 2019. I haven’t had a major ticket since 10-3-2005 or
even a minor ticket since 2011. In every ase they tell me not enough time
served and I am still a danger to society. Even though I wasn’t arrested till 9
years after Homicide happened. And in that time I had no criminal charges
against me exept maybe traffic or a DUI. I do have a great support system. My
sister Barb Seifert (608) 847-615 will supply me with housing, clothes etc…. I
also have a friend named Matt Reidel (608) 475-2980) who can get me a job
immediately.

Statement
I would like Tony Evers to know that my case has been
looked at 3 times by the innocence program. They can’t help me because I am
charged as a party to the crime of. 1st degree Homicide. While there
is DNA Evidence available for testing it would only disprove the evidence
available for testing at my trial and get me at least a new trial. It would not
nessesarily prove my innocence. I have never denied being at the scene of the
crime after the fact. But I did not take part in any homicide. How much Time should
a person do for being at the scene. While the guy who commited the homicide is
still on the streets. Kent Hotlzburg is his name. In this case he was arrested,
sat in Jail 10. Months and then was released for some reason. He was arrested
again 8 or 9 years later along with 4 or 5 others and charges where dropped
again for conflict of Interest. So the state had 3 separate Theories on this
crime. 1st only One guy 2nd 5 people 3rd
myself and deceased Brother in Law as my codefendant. They didn’t prove anything.
My word against cold crimes investigate. They did not tape my interview with
them in any form. One of them was a cop in Greenlake WI for 20+ years (Small
town). My jury was selected from his Hometown. Anyway I take full
responsibility for being at the scene of the crime and have done 23 years for
it. I would trade places with the victim if I could because I’ve done enough
Time. My life if released would be to look after my mom who is 82 years old. I
think parole should Let out old Law who have seen parole several times and
haven’t been in any trouble. Thank you
